Correct. Modify de access tier: To read data in archive storage, you must first change the tier of the blob to hot or cool. This process is known as rehydration and can take hours to complete At the lowest storage cost: The archive tier offers the lowest storage costs but also the highest access costs and latency. https://docs.microsoft.com/en-us/azure/storage/blobs/storage-blob-rehydration?tabs=azure-portal#rehydrate-an-archived-blob-to-an-online-tier https://docs.microsoft.com/en-us/azure/storage/blobs/storage-blob-storage-tiers

I doubt the given answer for Box 2 is valid. After the re-hydration to cool tier, it has higher storage cost than archive; thus, the file will not be stored at the lowest storage cost. In fact, I don't see any valid answer in the drop-down box for cool tier. I guess we have to change the cool tier to hot tier in order to select "at the highest storage cost".

I think the second one is: the lowest possible retrival cost... because in order to retrive dhe files will be in the cold access tear. So the answer: 1. change the access tier to cool 2. lowest possible retrival cost.

From the MS Docs: The archive access tier has the lowest storage cost but higher data retrieval costs compared to hot and cool tiers

Cool tier is lower storage cost but higher retrieval cost than Hot. So that option is not valid.

No, it is Archive Tier, you have HIGHEST retrieval cost. AFTER you have rehydrated it to Cool Access Tier, retrieval cost gets lower, but it's still higher than Hot.
