Correct. Set up Windows Hello for Business in Endpoint manager > Devices > Enroll devices > Windows enrollment > Windows Hello for Business. Set to Enabled and configure the minimum PIN length.

-from endpoint manager create device configuration profile > choose the platform windows10 or later > choose identity protection template -this can also be found in endpoint manager>Devices>enroll devices>then enable configure windows hello for business.

Correct. Set up an Identity Protection device configuration profile and enable "Configure Windows Hello for Business and set the Minimum PIN length to the desired length.
