I would say that E3 is enough for acquisitions dept. as they just require audio conferencing and not a phone system, so: E3/F1/E5/E3

While the answers are correct it would be helpful if the question stated that we must minimize the cost.... Theoretically, now, I could slap E5 licenses everywhere at it would still be correct.

Question still relevant? These days Teams need to be added as an addon with enterprise licenses. Only F3 license has Teams included (web version).
