Agree, An environment provides a dedicated space to develop, test, and deploy Power Apps, Power Automate flows, and other resources. By creating multiple environments, you can optimize for the specific needs of each company location, such as having resources located closer to the users or using different connectors and data sources. Using a security group or a SharePoint library would not directly address the requirement of ensuring fastest response times for each company location. Security groups are used to manage access to resources and SharePoint libraries are used for document storage and collaboration.

TO BE ABLE to make copies of DATA you need to be in a security group with the proper rights. to be able to make copies of apps, you also need to be in a security group with the proper rights. in order to do that for the ENVIRONMENTS. BOX 2 is Security groups. you need be in this group first before you can play with the data. and make copies.

I think both should be Environment, Security groups be used for policies and controls but not for defining product environment
