I misread the question: It's not selecting the Cutover answer but Remote Move (as indicated by picking a migration source -- that's part of a remote move because you have to indicate whether you're going from cloud to on-prem or on-prem to cloud). That's a good choice and you can select the users to migrate using a remote move. Staged migration is only available on 2007 and 2010. My bad.
The discussion in the "Show Solution" is great but the provided answer (Cutover) is wrong. You should use Cutover only when moving all the mailboxes (up to 2000 but 150 is the recommended target): https://docs.microsoft.com/en-us/exchange/mailbox-migration/cutover-migration-to-office-365.
If you're moving some (not all) of your mailboxes, which is what this question asks, you want to do a staged migration by providing a list of users to migrate in a CSV file: https://docs.microsoft.com/en-us/exchange/mailbox-migration/perform-a-staged-migration/perform-a-staged-migration
