This property can have two values: Member: This value indicates an employee of the host organization and a user in the organization's payroll. For example, this user expects to have access to internal-only sites. This user is not considered an external collaborator. Guest: This value indicates a user who isn't considered internal to the company, such as an external collaborator, partner, or customer. Such a user isn't expected to receive a CEO's internal memo or receive company benefits, for example.

B is correct. I have confirmed this by creating a DLP and tested the scenario. The reason it is correct is that User3 is not an External member (we assume User3 is as has a different domain name) however this is a verfied domain with the same Office 365 tenancy. If you had a Guest that and you changed User Type from Guest to Member the UPN (User Principal Name) appears as [email protected]#EXT#@tenancyname.onmicrosoft.com not [email protected].

true Users who have non-guest accounts in a host organization's Active Directory or Azure Active Directory tenant are considered as people inside the organization.

That it's true if we consider User 3 as member of contoso, but there are not indications that's the case so I would go for A

So user 3 is considered as a person inside the organization.
