Upon reading documentation I would agree. https://docs.microsoft.com/en-us/microsoftteams/manage-channel-moderation-in-teams Guests are already allowed to be added to Channels within the organisation so we assume Org-wide settings are as required So we set the moderation on a per channel basis There is no tenant level Channel setting

Taking a second look at this, Ans is B "You need to ensure that the guest users can *post* to Monthly Reports." Ans B - Org-wide settings, guest access, *chat* on/off - CORRECT Ans C is related to creating or deleting *channels* not posts.

Ans C is related to per channel moderation, which gives team's owner(s) option to limit who can create new post, reply, and some other things in specific channel. Channel creation/deletion is setting on team level.

Can't be 'B' as the guest would not have access to "anything" and as question more than implies it is just a channel that they having trouble with. Therefore 100%, it is 'C'. https://support.microsoft.com/en-au/office/change-moderator-roles-and-settings-in-a-channel-in-microsoft-teams-6ac54758-3440-4f6a-9bd5-cebf97cb7ea6

Selected Answer: C
Verified in my own tenant - TAC Guest Access settings only have options for Edit or Delete sent messages, Delete chat, Able to chat (1:1 chats, not channels), and "fun" settings. Channel Moderation limits who can make posts in a channel, so the answer is C.
