Standard S3 and above support column store indexes (https://docs.microsoft.com/en-us/azure/sql-database/sql-database-in-memory#in-memory-columnstore). Premium RS is deprecated.

I thought the first answer was wrong, but it seems Standard tiers supports columnstore indexes since last year.
