B. because User2 and Group2 are objects in Windows Server Active Directory (AD).

B. Group writeback leverages only M365 Groups and requires hybrid Exchange because of that. https://docs.microsoft.com/en-us/azure/active-directory/hybrid/how-to-connect-group-writeback

I guess the answer is NO (i.e., B). According to the article lucidgreen posted, here is a quote Groups writeback enables customers to leverage cloud groups for their hybrid needs. If you use the Microsoft 365 Groups feature, then you can have these groups represented in your on-premises Active Directory. This option is only available if you have Exchange present in your on-premises Active Directory. The key here is "This option is only available if you have Exchange present in your on-premises Active Directory", and there is no mention of any Exchange in the question

Answer is B, even if you try to add User2 to Group2 via Azure AD, you will get the following message Directory synced objects are not allowed.

This answer has to be B. So A is wrong. You cant add User 2 to Group2 in Security and Compliance.

Group 2 is an on prem created group so it's not an M365 group. Group writeback works only on M365 groups (and only with Exchange on-prem enabled)! So B

A. If you have Azure AD P2 you can write back, then if you buy P2 after the fact you just gotta redo the ADC setup wizard to enable the setting.

With group writeback you can sync M365 groups in the cloud back to on premise - not azure groups or dynamic groups either.

You can write back Microsoft 365 groups as distribution groups, security groups, or mail-enabled security groups. You can write back Azure AD security groups as security groups. All groups are written back with a group scope of Universal. God some of these comments on here are absolutely low level. Worst thing that can happen to a discussion on any website or any forum is EVERYONE contributing their own opinion and ideas and none of them are actual facts that have been validated. The question is very simple. It's talking about an AD user and an AD group. Why are you talking about Azure AD?
