From the link: "Although mailbox audit logging on by default is enabled for all organizations, only users with E5 licenses will return mailbox audit log events in audit log searches in the Security & Compliance Center or via the Office 365 Management Activity API by default." As the question says they only have E3 licenses, user actions on their mailboxes are not logged by default.

E3 licenses here - all individual mailboxes are not audit-log enabled (unless you are in E5) E3 licenses here can search for other information

What does means the sentence : "Who signed it to the mailbox of user1" ? a delegation reference ? delegation is not audited by default, sign in is audited by default, so we can interpret this sentence as delegation reference if so the answer is correct Y-N-Y as adaniel89 said By default audit log is enabled without any license requirements. https://docs.microsoft.com/en-us/microsoft-365/compliance/enable-mailbox-auditing?view=o365-worldwide see "MailboxLogin The user signed into their mailbox."

By default, only mailbox audit events for E5 users are available in audit log searches in the Security & Compliance Center or via the Office 365 Management Activity API. For more information, see the More information section in this article.
