first answer is No. to Certify your connector If you'd like to share your connector with all users of Logic Apps, Power Automate, and Power Apps, you can submit your connector for Microsoft certification. Microsoft will review your connector, check for technical and content compliance, and validate functionality.

Yes - Custom connectors for customer-specific services are only available to the users within the same tenant or environment as the creator of the custom connector. They do not need to go through the review and certification process by Microsoft, which is only required for custom connectors that are intended to be published and shared publicly. Yes - Custom connectors are reusable components that can be used across Power Apps and Power Automate. You can build a custom connector once and use it in multiple apps and flows, as long as you have the appropriate permissions and licenses. No- Custom connectors that are meant to be publicly available for all Power Platform users need to be certified by Microsoft before they can be published in the connector gallery

Why isn't the first answer "no"? If it's customer specific, you don't have to worry about it having to go out to users outside of your organization and per the following article, sharing and certifying are optional steps in the creation of CCs: https://docs.microsoft.com/en-us/connectors/custom-connectors/

It says for 'customer-specific services', so it's a private connector not a publicly available connector which would require certification by Microsoft
