Correct. But this is not a good question. As other have pointed out, Azure file share does NOT have an archive tier (https://docs.microsoft.com/en-us/azure/storage/files/storage-how-to-create-file-share?tabs=azure-portal) . Only 3 tiers are available, Transaction optimized, Hot, Cool. Perhaps creating an Azure file share is the first step in rehydrating the data. Moving data to Cool / hot tier is rehydrating. However, the question stops short in just stating creating a file share, which does nothing to the original data.
