MACs starting with AA can get an IP because the the Allow list is flagged as False so the filter policy isn't active. MACs starting with CC aren't filtered at all so those devices can get an IP address.

yes no yes is correct The Allow list is 'false' which means it is turned off, meaning you can completely ignore that setting. Only things in the Deny list will get denied which is why BBCC.... etc = no If the Allow list was 'True' then NOTHING would get an IP address if it wasn't added to the Allow list.

I think the given answers are correct based on the link northgaterebel has proposed.(*1) Thank you northgaterebel Since AA-*-*-*-*-* isn't allowed explicitly and isn't denied explicitly, it should be allowed. Since BB-*-*-*-*-* isn't allowed explicitly and is denied explicitly, it shuld be denied. Since CC-*-*-*-*-* is as same as AA-*-*-*-*-*, it should be allowed. I want to modify my explanation. Since AA-*-*-*-*-* is allowed explicitly and isn't enable. So it is denied. Howerver it isn't denied explicitly. So it is allowed. Since BB-*-*-*-*-* isn't allowed explicitly and is denied explicitly. So it is denied. Since CC-*-*-*-*-* isn't allowed explicitly. So it is denied. However it isn't denied explicitly. So it is allowed.

This confused me until I found an article that explains why you would have explicit allow, explicit deny and explicit allow + deny. https://social.technet.microsoft.com/wiki/contents/articles/25665.how-to-enable-and-configure-dhcp-mac-address-filtering.aspx

You can set ALLOW or DENY as true or false by using Set-DhcpServerv4FilterList. https://docs.microsoft.com/en-us/powershell/module/dhcpserver/set-dhcpserverv4filterlist?view=win10-ps
