For the app developers to decide when the updates are installed, they would have to use Windows Update (stand-alone). With WSUS, WUB or SCCM, the system administrator configures when the updates are installed. Windows Update is the only option that allows the user to decide when the updates are installed.

Answer given is correct Engineering team to work with on-premises server so use Windows Server Update Services Sales to update without on-premises so use Windows Update for Business ("In addition to being able to use Group Policy to manage Windows Update for Business, either option can be configured without requiring any on-premises infrastructure by using Intune." from the link) Finance to have monitoring so use Configuration Manager Developer to choose when to update so use Windows Update (stand-alone) ("with IT pros manually configuring the device to be in the Semi-Annual Channel" from the link)

It's not possible to register or update mobile phones in any of the solution except SCCM. Period Finance and engineering go to SCCM Developer can use stand alone Sales can use WUB though putting mobile phones there is terrible question

The explanation given...stating that Windows Update allows users to decide when update takes place is not true..It allows to defer for 30 days..thats all. Whereas Windows update for business allows to defer for up to 365 days. WSUS en MECM allow users to approve with the update. So...I dont know the correct answer to be frankly

Engineering specify "computers and mobile phones". --> Windows Server Update Services is not able to manage mobile phones. So I think the correct answer is SCCM.
