The key difference is: Settings contain the minimum options such as Anonymous users join and app interaction, URLs, QoS, Third-party provider. Policies contain most of the other options. For me, it is the easiest way to remember and recognise the right way.

If you're studying and about to take the exam, it can be helpful to know that question is still being asked, since questions are rotated and some questions might be so old they no longer feature in exams currently, but that is just my take

From now on all the Global policies has become Global settings and contains all options that are available in policies https://learn.microsoft.com/en-us/MicrosoftTeams/unified-policies-settings-management-teams-admin-center So if the requirement is for everyone than the best way is to select it in global settings instead of policies(which are generally made for specific group or user). Requirement 2 can be set in meeting settings and meeting policy. To set in generally for the tenant you would use the meeting settings.

I still don't understand why live event policy is required. I see no settings in the policy in my demo tenant that are relevant to this question. Microsoft did state that 1000 attendees can join then after that it will automatically switch to view only mode up to 20k attendees. Maybe this question isn't relevant or perhaps older tenants have different policy settings?

Important to note, a setting for allowing recording is in both locations. The answer is Live Event as the question states 1000 or More. That is it could be 100,000. However please note the following approximately 2 months ago the Meeting participants changed to 1000 users for normal meeting and not 250. 10,000 users can attend a normal meeting as view only, this was again increased during the pandemic to 20,000. . Live event now can host up to 100,000 attendees however this requires Microsoft involvement.
