You modify Guest Access in TAC not External Access or sharing - > Org-Wide Settings > Guest Access > Allow ip video > ON

There is no such thing as External Sharing in the TAC., Or you have External Access or You have Guest access. The correct location to do this is the Guest Access tab in the Teams Admin Center.
