B MS OneDrive for Business is used for private items/files/folders that might be shared via private chats, but the private chats themselves are stored in a user's Exchange mailbox.

Taking a second look at this, this also would not prevent User1 from deleting anything, it would help the administrator prevent the chats from being deleted from the back end. In Teams Admin Center, you could create a messaging policy, named user1, set the "delete sent messages" to off, and apply it to that user. That would actually prevent the user from deleting, while not effecting anyone else. Ans is no
