Tested and confirmed. If you select only OneDrive and SharePoint in the locations, you can specify "Content contains" to be Retention Label and Sensitive information type. As soon as you enable Exchange in the locations though, the Retention Label option disappears in the "Content contains" trigger.

This question should be Outdated, as of now, when you create a data loss prevention policy "exchange mail" is the first location option, I've managed to confirm and apply the policy with no problems.

Almost got thrown off. GeraldB is right, read the question carefully and take your time. Answers are correct due to retention label being used for DLP policy.
