Finance depart is already covered under Default So you need just one messaging policy

Actually i would go with E on this question, because the requirements for the finance department are already met by default with the Global Messaging policy, so you would only need to create a policy for the HR department

So since the default policy is in place, you create an additional messaging policy. Therefore, minimum of 2 policies are created

Option E makes more sense as HR Dept only needs a Messaging policy rest all requirements are covered under default global policy.

One messaging policy. By default (Global messaging policy) includes all requirements for Finance Dept. The question is how many additional policy should we create? The answer is just ONE. We should create new messaging policy for HR Dept. How about Sales Dept.? Global Meeting Policy applied to them. Seems like no requirement for them so that would be clear.

should be A. The question is what is the min number of policies you need created. So you need two for each department. In addition, it was not specified if other departments outside of Finance and HR can send Urgent messages. So we assume you modify the global policy to prevent that

The question states What is the minimum number of policies you should recommend creating. In this instance you would recommend creating 1 policy to cover HR requirements. The rest is in the Default Global.
