WRONG - owner is not able to modify sent messages whether they are theirs or someone elses! Can only delete as tested in Sandbox and two Teams desktop clients. The answers provided are correct. Stop upvoting this.

Be sure that your policy settings are already in place. No editing is possible for owner if policy is fully applied!

The answer is correct. Tested it on 7/7/21 Owners can only delete messages sent by other teams members but can edit and delete their own messages.

Users: “cannot delete and modify” sent chat messages. This is because the settings indicate that users cannot delete or edit sent messages. Team owners: “can only delete” sent chat messages. This is because the settings indicate that team owners can delete sent messages. team owners can delete sent messages but they cannot modify them. The ability to modify messages is turned off in the global messaging policy settings you’ve shown. If you want team owners to also be able to modify sent messages, you would need to change this setting in the Microsoft Teams admin center.

It seems implied that the person doing the action is the owner of the team, seeing that it says "Team Owners". Confusing indeed but my vote is they have delete and edit abilities.

According to MS article it is not about whether owners can delete their own sent messages, but users' sent messages. In this case I believe it should be "Only delete" since modifying other people messages is not an option. owner can only delete no edit option is available once the policy is applied. you actually have to refresh your teams client for the policy to apply
