Ans. is C "Provide an email address where expiration notifications should be sent when a group has no owner" https://docs.microsoft.com/en-us/azure/active-directory/enterprise-users/groups-quickstart-expiration#set-group-expiration

the key phrase here is "receive a notification". this should point you to group expiration settings

Trick question - Answer is C - However, Expiration settings does not have an option to notify you if a team is missing a owner. You will still have to go find the teams without owners.
