Given answer is correct. Look at step 11 of "Add terms of use" in the following link: https://docs.microsoft.com/en-us/azure/active-directory/conditional-access/terms-of-use

Date in the future Monthly Starting today, users must accept the terms of use policy. When the future date occurs, consents will expire and then users must reaccept every month. For example, if you set the expire starting on date to Jan 1 and frequency to Monthly, here is how expirations might occur for two users: TABLE 2 User First accept date First expire date Second expire date Third expire date Alice Jan 1 Feb 1 Mar 1 Apr 1 Bob Jan 15 Feb 1 Mar 1 Apr 1 they accept on dates before 10 October, so it will expire first time on the 10th of october

Good to know; When you click the information icon on the setting "Expire starting on" it says "The terms of use will be enforced immediately and users will be required to re-consent on this date." So whatever date you fill in there (in this question it is October 10th 2019) users have to re-consent on that filled in date. Both answers are correct.

to add on: With a monthly frequency you have to re-consent on the 1st of every month, after the first re-consent. (Date set in "Expire starting on") See: https://docs.microsoft.com/en-us/azure/active-directory/conditional-access/terms-of-use

You're right. The example reported here: https://docs.microsoft.com/en-us/azure/active-directory/conditional-access/terms-of-use states that the first expiration is set to based to the frequency. So if the expiration date is 1st of January and frequency is Monthly, the first expire date will be the 1st of february

In the provided example both users accepted ToU on (or after) expire starting date. In our question, on the other hand, both users accepted ToU BEFORE expire starting date -> that's why the first expire date will be Oct 10 for both. Imho.
