seems like microsoft likes changing the path, here is the newest one: Admin Center > Settings > Org settings > Services > Microsoft 365 installation options > Installation Choose ‎Microsoft‎ apps that users can install on their own devices

What lucidgreen says. It's possible to deploy the apps using endpoint manager but thats not what is asked for. The users need to be able to install themselves by logging in to the portal. This has to be enabled first. Seen before in other questions.

in a normal setting, this is automatically enabled, you have to think of this i see as a fresh setup that is rather custom to this company. Anytime i add a E5 license the option to install has always been there.

If you user has basic licenses (basic licenses only gives you online version of the office) then they need to change the licenses to standard or premium to install the office on thier devices
