Correct, but it states "you need to create the label", as you "plan to publish" it. So no need to publish it. I do not think the exam engine checks for this anyway, it checks the config to see if a label corresponds to the settings specified exists.

This must have been updated in the last two months (since mbecile's last post). I see nothing in a Label that allows you to retain anything anywhere. The retention labels do that and in my tenant I have stepped through this.
WMG is correct.
Don't spend the extra time of your exam doing unnecessary steps. Just be careful of the prompt's phrasing.
