The order is incorrect, importing PST at https://protection.office.com/import is the main task of me as Data migration specialist. The first click is on the button: +New import job. Then the wizard has 2 tabs. Name your job and Import data. The import data tab first asks, if you plan to upload or ship the PST files. Then the tab has the following content: 1. Review the companion guide for uploading email (PST) data. The instructions in this guide will help you complete the steps in this wizard. Open the companion guide for uploading email (PST) data. 2. Copy the SAS URL for network upload. You'll use this in the Dest parameter of the Azure AzCopy tool. 3. Use the Azure AzCopy tool to upload your files. Download Azure AzCopy 4. Prepare the mapping file. [] I'm done uploading my files, [] I have access to the mapping file Once you copied the SAS key, used it with AZCopy to upload the PST files, checks both checkboxes at step 4, and upload the CSV mapping file, the wizards finishes, and you have the new import job, that is needed to be run.

Fenderson is right, that the correct order: 1. You have to Create a new Import Job i 2. Then you need to Copy the SAS url provided by the wizard 3. You need to copy the SAS first because you need it to use in the AZcopy command, where you are going to copy the PST file to Azure Storage. 4. You then create the mapping file based on the files you uploaded with AZCopy, and the Job is completed. 5. Lastly you need to start the previous created job so that the import processo starts. So i understand the link Scotths has provided, but if you read all step you will understand that the correct order is the one Fenderson posted, read it all please.

from a practical perspective the sequence is what a wrote, but i guess Microsoft consider the action of creating the import job only when finish the wizard, and not when you click on new import job. Or perhaps they assume that we can have a SAS url, and copy the content with AZcopy and only then go and strart the wizard. I guess from that perspective the answer is correct.
