Shipment advice is a field-specific or button-specific function within a form and a business process. For me, it's more like: Security role, Field security, Segregation of duties rule

I think the anwser is correct. All task are performed by Customer service, so the process should be performed by the same team. One of the requirement of the question is to pervent a single user to perform the whole process instead of asking to setup a the department hierarchy / setup different roles for certain users. So the anwser should not be likely to use the security role to limit the function.

I don't quite agree. SoD controls if one user doesn't have access to both duties configured in a SoD rule. So it doesn't make much sense to create such a rule with duties that belong to the same role, as all users with that role would be violating the rule. Hence, a new Security role should be made that splits the existing role. The question is to ensure that one user cannot perform all steps in the process. Hence, separate roles need to be created AND SoD needs to be set up to ensure that users don't belong to both roles.

It requires 2 users with the same Customer service role to complete 2 tasks of the process. Security role give permission to perform a task but does not prevent a single user from completing the entire process. The first two abilities must be added to Segregation of duties rule to prevent both are done by the same user.
