I agree with @jugha. Docs saying "doesn't include" means we will need to include it in our calculation. So 20mins.

I disagree. at https://docs.microsoft.com/en-us/azure/virtual-machine-scale-sets/virtual-machine-scale-sets-autoscale-portal the sentence says: "Cool down (minutes) The amount of time to wait before the rule is applied AGAIN so that the autoscale actions have time to take effect." (please look and focus to word AGAIN), if we assume that is first time that rule was applied then we should not consider that amount of time, so... 20 minutes it's correct

But it is not the first time the rule is applied. Since it got scaled in from 6 to 9.

I think it is correct 10 minutes because the cooldown take effect only after a scale operation.https://docs.microsoft.com/en-us/azure/azure-monitor/autoscale/autoscale-understanding-settings Since the default is 6 VM instances at start you don't need to wait for cooldown period

so 10 min to cool down, everybody is clear here, now the rule is applied again in 10 min but it needs 10 min more gathering data in order to validate the metric and threshold value therefore 20 mins

Correct Answer Given. Once SS1 has already Scaled out to 9 VM's. It will then have 10 minutes Cool Down Period (where it won't do anything). Then it will take another 10 minutes minimum to wait and observe the CPU utilization and will scale out further if CPU is more than 75 percent for that 10 mins duration. Hence in total = 20 minutes

Scales to 9 from Default-6 or scales to 9 from minimum-3? The question doesn't say the VM count dropped from default to minimum. If scaling from default-6, then .... BOX 1: 10 Minutes BOX 2: 9

"if SS1 scales to nine VM" - it does not even say scales from how many instances... assume the set is running on the default 6 instance and has been stable, and all of a sudden the load increases and you need 9 VMs, how fast will the Sacle Set to complete this change? Obviously, you only need to wait for 10 mins since the sudden increase of load.

For Box1, the minimum should be 10 minutes. The actual time is depended on when the last scale action is taken place. If it just scaled out (increased from 6 cpu to 9 cpu), then it will need 10+10 =20 minutes to scale out again (assuming the cpu % is greater than 75 throughout this period). The question is asking for the minimum time to scale out again and we could assume that the last scaled out happened more than 10 minutes ago, as the question did not specify when the last scale action took place.

So it will first wait for 10 mins to do the comparision again .Once done if the condiiton is satisfied it will check for cool down counter and if that is true as well then does the action

I tested this in the lab (https://imgur.com/a/xJLyAvY). With duration 10 minutes and cooldown 10 minutes, the scale up happens every 10 minutes. It is the same for the first round and all rounds of scale up. I suggest correct answer Box1: 10 Minutes, Box2: 9
