Love most of your responses, syu31svc, but I don't think you're correct on this one. https://docs.microsoft.com/en-us/azure/active-directory/authentication/concept-mfa-licensing MFA does not come at no cost with every type of licensing available; there are definite "upgrade" licenses which open up the feature for standard users. (Besides that, completely agree with your sentiment about paying extra for MFA. It's absurd Microsoft doesn't include this as a free capability for every single account created no matter what licensing it has assigned. Do you want to actually promote security or not?)

Basic MFA is free Basic multi-factor authentication features are available to Microsoft 365 and Azure Active Directory (Azure AD) users and global administrators for no extra cost. If you want to upgrade the features for your admins or extend multi-factor authentication to the rest of your users with more authentication methods and greater control, you can purchase Azure AD Multi-Factor Authentication in several ways.

I think is because it says additional license instead of "upgrade" and existing one?

Next, create a conditional access policy to require multifactor authentication for members of the MFAUsers group. In a new tab of your browser, go to https://portal.azure.com. Select Azure Active Directory > Security > Conditional Access. In the Conditional access – Policies pane, select New policy. Cond Access policies is only available for Azure ADP1 licensed tenants
