Note: Applicability rules allow administrators to target devices in a group that meet specific criteria. For example, you create a device restrictions profile that applies to the All Windows 10/11 devices group. And, you only want the profile assigned to devices running Windows Enterprise.
To do this task, create an applicability rule.

So this does not meet our goal (We'd want an Applicability Rule and specify the OS that will receive the policy)

Scope tags are used for RBAC, NOT for filtering which devices receive policies.

it seems what i've gathered from reading on this site is that scope tags are ways of delegating permissions to user groups, not delegating policies to devices.

Scope tags are only used to limit view access to specific objects in Intune. An applicability rule would solve the issue in this question; it would allow you to apply the device configuration to only the Enterprise devices in Group1.
