why not A? Power BI Embedded is a method for embedding Power BI reports within D365FO forms or other applications. While it’s relevant for displaying reports, it’s not the mechanism for accessing the underlying data. You still need data entities to provide the data for these reports. It’s a presentation layer, not a data access method

Actually for this one I can see the question is not clear. If you want to have access data to create PB report then we can use odata entity as in Prod we do not have access to datawarehouse and that is also not recommended. Power BI embedded might be a better way to show the data, in this case power BI embedded can be a better way.

because the question says: "You need to access the data". and in power bi, we access the data entities for data....so why power bi embedded?
