Answer is correct. Regulatory roles are highest level of retention and cannot be removed - even by global admin. Only enabled on tenant by power shell script. Link in answer is really helpful.

Regulatory records are the most restrictive type which means that you cannot do much to the files, they are well protected.
In this case you will only be able to move the file WIHTHIN the container
