For SharePoint and OneDrive sites: The copy is retained in the Preservation Hold library. For Exchange mailboxes: The copy is retained in the Recoverable Items folder. https://docs.microsoft.com/en-us/microsoft-365/compliance/retention?view=o365-worldwide

The "Pending" is just to confuse you. There is no other step needed for the policy to be deployed. The Pending status simply mean: The policy is still being deployed to the locations you chose. It can take up to 24 hours to be fully deployed. The deleted file will not be purged from the system before the policy is fully deployed; hence it would still be covered; hence still preserved by it after one year as stated in the question.

Correct, there is a chart at the following link: https://learn.microsoft.com/en-us/training/modules/m365-compliance-information-govern-information/configure-retention-policies Under Step 4: Review your settings section which shows all states. Under the chart it states: The image below shows the retention policy Teams Chats Retention Policy with a status of On (Pending). The (On Pending) status means the policy is still being deployed and not being enforced on content yet.

When content has retention settings assigned to it, that content remains in its original location. Most of the time, people continue to work with their documents or mail as if nothing's changed. But if they edit or delete content that's included in the retention policy, a copy of the content is automatically retained. For SharePoint and OneDrive sites: The copy is retained in the Preservation Hold library. For Exchange mailboxes: The copy is retained in the Recoverable Items folder. For Teams and Yammer messages: The copy is retained in a hidden folder named SubstrateHolds as a subfolder in the Exchange Recoverable Items folder.

For the Sharepoint and OneDrive sites the copy is retain in Preservation hold & for Exchange mailboxes the copy is is stored in Recoverable items folder even you delete it from the Deleted items folder. Tested the the answer is correct. https://docs.microsoft.com/en-us/microsoft-365/compliance/retention?view=o365-worldwide#how-retention-settings-work-with-content-in-place

I would say file deleted from SPO library would be moved to first stage recycle bin.

No, if a file in SPO is deleted or modified before the retention time is over, it is moved to the 2nd stage recycle bin. https://docs.microsoft.com/en-us/microsoft-365/compliance/retention-policies-sharepoint?view=o365-worldwide#how-retention-works-for-sharepoint-and-onedrive

The correct answer is preservation hold for Sharepoint as explained in the link you share. In the link you can see when the item is deleted it is moved to the preservation hold library (see 1) "1. If the content is modified or deleted during the retention period, a copy of the original content as it existed when the retention settings were assigned is created in the Preservation Hold library. " The other answer is Recoverable items folder as you can see in the link https://docs.microsoft.com/en-us/microsoft-365/compliance/retention-policies-exchange?view=o365-worldwide
