The answer is correct. You run an AIP scanner on premise. You cannot configure auto labeling from compliance center on premise

In April 2024, The Azure Information Protection (AIP) add-in will be replaced by built-in labeling for Office apps. Review resources that will help you plan your migration.

Answer is correct. It can't be "A" because the data share is located on-premise and needs to have unified labeling client installed which is from Azure Information protection. If the document is online then auto-labeling can be applied using M365 compliance center.

Nop, Auto-labeling can't apply to the on-premise file share. Auto-labeling apply to SPO, OneDrive for Business and Exchange online for Email in transit

To inspect your files, the scanner uses IFilters installed on the computer. To determine whether the files need labeling, the scanner uses the Microsoft 365 built-in data loss prevention (DLP) sensitivity information types and pattern detection, or Microsoft 365 regex patterns.
