Given answer is correct. We can't use a policy based (also called as static routing) gateway for P2S VPN as Azure supports only route based (also called as dynamic routing) gateway for P2S vpn. We can't even change an existing gateway from policy based to route based (dynamic routing). This is mentioned in following Microsoft link as well - https://docs.microsoft.com/en-us/azure/vpn-gateway/vpn-gateway-vpn-faq So, in this case - first we need to delete existing policy based gateway and second we need to create a new gateway with route based.

Answers given are right Microsoft does not support Point-to-Site for static routing VPN gateways or Policy-Based VPN gateways. So you need to delete the existing GW1. You must have a route based VPN type for the gateway. So, you need to create a route-based virtual network gateway. https://docs.microsoft.com/en-us/azure/vpn-gateway/vpn-gateway-vpn-faq#can-i-have-site-to-site-and-point-to-site-configurations-coexist-for-the-same-virtual-network
