Makers of other apps are notified of updated components being available. The notification appears when makers edit the apps in canvas app studio. They can choose to update the components https://docs.microsoft.com/en-us/powerapps/maker/canvas-apps/component-library?#update-a-component-library

It is C. Your co-worker already uses the original version of your library and since you have already published the new version, all your co-worker needs to do is update the the Component Library as shown in the image.
