A is correct using compensatory factor value as negative opposing effect can be added since higher concentration effect needs to be reduced.

D looks correct to me as we need to reduce the level of active ingredient since it is having higher concentration to have same ratio. The target level of a batch attribute represents the estimated percentage of an active ingredient in a product. The minimum and maximum values represent the accepted deviation from the target level.
