Correct, there are automation tasks in Azure but these are in preview and I could not find anything called a Windows Virtual Desktop automation task or Azure Virtual Desktop automation task so I assume it's just Microsoft trying to troll us as usual.

I'm in agreement, I could not find Windows Virtual Desktop automation either, I did find Azure Automation though: https://docs.microsoft.com/en-us/azure/automation/automation-intro

By the way Microsoft As of March-2024 Supports SCALING PLAN for Single Session and Multi-session host pools. https://techlab.blog/using-scaling-plans-in-azure-virtual-desktop/

Answer is correct. But VM scale set with Auto Shutdown on VM can do the job nowadays
