The first question should be PowerBI because: - Users are stakeholders. I assumed that they don't have a Dynamics license. - Updated Excel (not static) needs the license to refresh any time you open the document. - In PowerBI you can grant access to external users. Therefore, I would go with PowerBI.

from the link mentioned to share the dynamic excel with someone, he should be in the same domain, so the first point is PowerBI (You can email a dynamic Excel file or store it as a shared file if the recipients are in the same domain as you. When recipients open the dynamic file, they only see the data that they have permission to view.)

It says Business data not reports Excel is the included option in dynamics, so the first choice would be excel

Export your app data to an Excel dynamic worksheet to get the most up-to-date information from your app. When you export your data to an Excel dynamic worksheet and then make changes to your data in the app, you can use the refresh feature in Excel to get the latest information from the app. because of this then the choice should be Excel

in case of dynamic excel, one would still need license to environment which is clearly not available in the scenario. Hence would go with Power BI instead.

It does not say Dynamic or Static, so Excel is a bit unclear. PowerBI will show data that you are authorised to see in D365, so, if you do not have D365, then you will see nothing. Plugin won't help, Dashboard requires the license. So, the closest correct answer is Excel
