As it is for ALL EMAILS you would set the Default Policy Tag as the Personal tags would be too manual setting for each user.

By default, each mailbox doesn't have retention policy assigned. If you assign 'Default MRM Policy' retention policy to a mailbox, only default retention tag ' Default 2 year move to archive' would be applied automatically, other retention tags are Personal...
I would say that this is correct answer, but little bit poorly presented.
the key word is retention policy not in place archiving tag .
so i would go with c since we are dealing with tags in retention policy
