if you lose internet you can't login to the cloud to work as you can't access the data on the cloud.
When taken into consideration that you have to configure synchronized identity, among several other configuration steps, by implementing Azure AD Connect to the On-Premises environment, it is indeed easier to access the cloud...
It says for remote users...... recall this remote users will be using VPN to even access your corporate network which runs off the internet so going directly is a better option
