Looks like Microsoft have renamed the 365 menu yet again(!). Go to the Microsoft 365 admin center > Settings > Integrated apps > Get Apps > search for the 'Report message' add-in ....to advance manage the add-in go to https://admin.microsoft.com/#/Settings/AddIns ......correct me if I'm wrong :)

I agree! Through the Microsoft 365 admin center: Go to Settings > Integrated Apps. Search for the Report Message add-in and deploy it to your users. Using Microsoft Intune: Create an app policy in Microsoft Intune to deploy the add-in to managed devices. Using Configuration Manager: Deploy the add-in through Configuration Manager if you are managing devices with this tool.

Your link does not prove it (but the answer is probably correct - its just changed a bit since this question was published) The correct answer seems to be; In the Microsoft 365 admin center, go to Settings > Integrated apps. Click Get apps.

There is no services&add-inns menu in the 365 Admin Center. So option one cannot be true(anymore)

If you click on add-ins, it redirects to page where name appears as services and add-ins. https://docs.microsoft.com/en-us/microsoft-365/security/office-365-security/enable-the-report-message-add-in?view=o365-worldwide
