https://docs.microsoft.com/en-us/mem/configmgr/desktop-analytics/set-up "Open the Desktop Analytics portal in the Microsoft Endpoint Manager admin center as a user with the Global Admin role. Select Start. Alternatively, on the Configuration Manager console, go to the Software Library workspace, select the Desktop Analytics Servicing node, and select Plan deployments." So I guess the answer to the first question could be either Microsoft Endpoint Manager admin center or the Configuration Manager console, I guess. https://systemcenterdudes.com/sccm-desktop-analytics/ 1) Navigate to Administration / Cloud Services / Azure Services. 2) Right-click Azure Services and click Configure Azure Services 3) Set a name and select Desktop Analytics, Click Next ... So the answer to the 2nd question is obviously 'Configure Azure Services'
