The third answer should be YES, because if you are an employee of an organization only an administrator can enable you access to insider program. LINK: https://insider.office.com/en-us/join/windows ”If you have an Office subscription through work or school, your Microsoft 365 administrator manages Insider builds. Under Product Information, you may see Microsoft 365 Apps for enterprise, or there may not be any license specified. You won’t see the option to install or manage Insider builds unless your administrator has enabled it.”

I agree with you because Q says "to enable the MS Office insider release" Once the Admin has enabled it (by 'selecting each user...') then there are a variety of ways to deploy including "Let users choose which Office Insider channel to install on Windows devices" https://learn.microsoft.com/en-us/DeployOffice/office-insider/deploy/user-choice

For the second part - you don't 'have to' choose people - you can select 'everyone' instead "you can choose to have individuals or the entire organization receive updates early"

To enable targeted release for all users in your organization, select Targeted release for everyone, then select Save changes. To enable targeted release for some people in your organization, select Targeted release for selected users, then select Save changes. Choose Select users to add users one at a time, or Upload users to add them in bulk. When you're done adding users, select Save changes.

Disagree. In your link it says Office Insider can be joined by Microsoft 365 Family or Personal subscriptions. Nothing on this exam or course book covers or encourages those plans. We can assume "If you have an Office subscription through work or school, your Microsoft 365 administrator manages Insider builds." YES on 3rd.
