For me 3rd answer is no, there is no Insider release in Admin Center (org settings/release preference3s), only targeted release or standard

For the second part - you don't 'have to' choose people - you can select 'everyone' instead

Disagree. In your link it says Office Insider can be joined by Microsoft 365 Family or Personal subscriptions. Nothing on this exam or course book covers or encourages those plans. We can assume "If you have an Office subscription through work or school, your Microsoft 365 administrator manages Insider builds." YES on 3rd.
