Following questions, including this question, have common view which is inactive state. Question #1 No solution isn't to activate. Question #2 No solution isn't to activate. Question #3 Yes solution is to activate.

The answer is No because the scope isn't active. Ignoring the Blue indicator the Red down arrow indicates scope or superscope is inactive. If you scroll further down on your link it tells you that.

Also, it says 'in use 0%' which means it is pointless to add more IP addresses. It would be like making more food for a toddler that refuses to eat

If the scope was active, A would be appropriate. As it is right now, the DHCP server has no IP addresses to give out (0% in use, 0% available). If you add IP addresses to your scope, your client(s) will be able to obtain IP addresses and connect to the network.

You are very wrong. Having red arrow in folder means inactive. Other commenters are correct
