A is correct. If you setup app protection policies in Microsoft Endpoint Manager, then the Windows computers must be enrolled to use the app.. If they are not enrolled, the protection policy will block the use of OWA.

Enrolment is not mandatory to use app protection policies protected app. However Only a selection of public apps support them, mainly microsoft apps including edge. The answer is likely B.

Mobile Application Management (MAM) app protection policies allows you to manage and protect your organization's data within an application. With MAM without enrollment (MAM-WE), a work or school-related app that contains sensitive data can be managed on almost any device, including personal devices in bring-your-own-device (BYOD) scenarios. Many productivity apps, such as the Microsoft Office apps, can be managed by Intune MAM https://docs.microsoft.com/en-us/mem/intune/apps/app-protection-policy

I cant provide a link, but we can eliminate this option due to the fact we don't know what OWA or app protection policies have been set up. It may well be Firefox that the IT admin chose as the only allowed browser. The devices will need to be enrolled into Intune anyway to be verified they meet the criteria and then allowed access. Instructing end users to do anything is almost never the answer in an IT exam.
