I understand ExpressRoute provides a redundant pair of cross connections configured to provide high availability. Example is https://docs.microsoft.com/en-us/azure/expressroute/designing-for-high-availability-with-expressroute#architecture-considerations But VPN also provide a solution to archive this goal with below design. Why doesn't this VPN design meet the requirement? I initially thought vpn but it’s express route. VPN goes over public network, express route is over private network. Although express route isn’t encrypted it’s still secure.

Correct, Express Route is not encrypted due to the fact that it does not traverse the Public Internet. If Encryption is needed for some reason then App level encryption, OS level encryption and/or some type of third party will suffice.

Key here is "cross connections", which has a specific meaning in networking and is mentioned in express route capabilities in the numerous links posted here

The requirement is not high-throughput. Also ExpressRoute is Private connection but not secure. VPN Gateway is.
