A is correct - The question says - a/single Linux-based Docker container and not many containers or Microservices. AKS is suitable for when you have many containers/microservices. AKS will be expensive in this case

B is out as container instances dont autoscale C is out as it is expensive I would take App service over AKS since "minimize administrative effort " Answer is A
