I think the correct answer should be A - The global app permission policy. "App permission policies control what apps you want to make available to Teams users in your organization" The app setup policy is used to pin/pre-install an app for users, but not really to limit what they can install. "App setup policies control how apps are made available to a user with the Teams app"

This is under Setup policies. Permission Policies have been moved to Manage Apps. To block a user from adding custom app go to Teams Apps -> Setup Policies -> Upload Custom apps.

Old question. The answer was probably A, but App Permission Policies don't exist anymore. At the moment these settings have been moved to Manage Apps > Org-wide app settings

the answer should be D. "A company security policy states that users must not be able to add apps to Microsoft Teams" This part "not be able to ADD apps" is same as this "not be able to UPLOAD apps" in my humble opinion. Today, the right one is via Setup Policy, “…… Admin pins always take precedence. If the Setup Policy >> Global (Org-Wide default) >> User Pinning option is turned on, then apps pinned by users display below the apps pinned by admins. If User pinning option is turned off, then users lose existing pins and only the apps pinned by admins are available in the app bar” Note that Permission Policies refer to Apps published or not, but not to be added or removed from the bar.

"User must not be able to add apps to Microsoft Teams". To achieve this you need to go to TAC -> Setup policies -> turn Upload custom apps off. And booooom, user's won't be able to upload custom apps to Teams :) Answer is D.
