I believe the answer is correct. If we read the question carefully he is not asking to migrate the SSIS packages infact he is asking for "The solution must ensure that the packages can target the SQL Database instances as their destinations.". In order to find the fitment analysis we need to run DMA irrepspective of how you deploy the packages in Azure. please refer to below link https://learn.microsoft.com/en-us/sql/dma/dma-assess-ssis?view=sql-server-ver16
