The correct answer is C: The reason is that the scheduled differential backup plan is already failed prior to the time the database failed.

Answer should be "E. Restore the latest full backup. Then, restore the latest differential backup."Reporting database failed at 14:00 hours. We have Full back taken at 01:00AM and DiffBackup taken at 13:00PM. To have MINIMAL data loss, you need to restore FULL & then DIFF backup.

You're incorrect. It Clearly states at the start of the question that "The differential backup of the reporting database fails" making the differential backup for that day obsolete. Therefore you'd only restore the Full backup because it is the most recent successful backup.
